Keystone contributed a description of its impact planning, assessment and learning method and comparative constituency feedback application for the reference document "Civil Society and Aid Effectiveness: an exploration of experience and good practice". The document was presented by the Advisory Group on CSOs and Aid Effectiveness at the 6th round-table on Civil Society and Effectiveness that took place at the 3rd High Level Forum on Aid Effectiveness in Accra.
The document presents constituency voice as part of a series of methods and approaches that constitute good practice for enhancing aid effectiveness and illustrate the recommendations of the Advisory Group, specifically:
Recommendation 10a: Adoption of results-based approached and results-monitoring mechanisms intended as management tools to promote iterative learning and adaptation, while empowering the ultimate beneficiaries of development programs; and
Recommendation 10b: Adoption of a more meaningful approach to results that includes greater attention to indicators of institutional and social change and to sex-disaggregated data of importance to CSOs operating as agents of change.
A case study on Keystone's constituency voice approach was also included in a "Civil Society and Aid Effectiveness Case Book" also presented at the round-table.
